Donald J. Trump’s team has agreed to a transition arrangement with the White House, which permits them to start receiving official briefings from current staff members in government agencies. This was announced by Mr. Trump’s chief of staff on Tuesday evening.

However, Mr. Trump’s team has not agreed to a deal with the Justice Department that would permit the FBI to conduct security clearances for members of the transition team. This means that Biden administration officials will not be able to share classified information with a number of Mr. Trump’s transition aides.

The Trump administration is choosing not to sign an agreement with the General Services Administration, which typically offers office space, government email accounts, and other support. This decision is expected to create challenges in sharing information with Trump’s team in the next two months.

In the past few decades, new presidents have made agreements with the previous presidents to make the transition of power smoother. The purpose is to make sure that the new administration is prepared to start on Jan. 20 and that its officials follow ethical guidelines.

Susie Wiles, appointed as the chief staff member in the White House by Mr. Trump, mentioned in a statement that the president-elect instructed his team to sign the customary memorandum of understanding. This was to facilitate the exchange of information between the current and future administrations.

Ms. Wiles stated that this agreement will enable the cabinet nominees to start important preparations, such as sending landing teams to all departments and agencies, and ensuring a smooth transfer of power.
