Prior to the announcement of the Lebanese cease-fire, Palestinian and U.S. officials expressed belief that Hamas’s political leaders were willing to negotiate and move away from the approach set by their deceased leader, Yahya Sinwar, who was killed by Israeli forces a month ago.

Following an attack by Hamas on Israel on October 7, 2023, Mr. Sinwar’s priority was to defeat Israel by escalating the conflict into a full-scale war involving Hezbollah and Iran. According to U.S. officials, as long as Mr. Sinwar believed this strategy could succeed, he would prevent any attempts at a ceasefire agreement.
