Donald J. Trump, who is set to become the next President, announced on Wednesday that he plans to appoint Billy Long, a former congressman from Missouri, as the new head of the Internal Revenue Service. This decision also means that he intends to remove the current leader of the IRS, who was appointed by President Biden.

Following his defeat in a Senate primary in 2022, Mr. Long has promoted a tax credit designed for the pandemic that has been plagued by fraudulent activity, resulting in the government spending billions more than originally anticipated. In response, lawmakers have attempted to eliminate the tax credit, and the I.R.S. has temporarily halted the processing of claims to identify and eliminate false applications for the tax benefit.

During a podcast interview in 2023, Mr. Long talked about his efforts to assist businesses in claiming the Employee Retention Tax Credit. He mentioned that he and his team had not experienced any denials from the tax agency for these claims. This credit, established by Congress and Mr. Trump in 2020, was included in a stimulus bill to encourage businesses to continue paying their employees during the economic shutdown.

"We don’t secretly allow anyone to receive the refund," he explained. "We ensure that they are eligible to receive this refund, which is essentially their own money back from the IRS with added interest."

President Trump’s selection, revealed on his social media platform, would bring significant changes to the I.R.S. during a crucial time. The Biden administration has invested large sums of money into updating the agency and strengthening its efforts to collect taxes in order to enhance customer service and combat tax evasion.

President Biden selected Daniel Werfel in 2022 to head the reformation of the IRS. Werfel, who has experience working in various government administrations, was chosen to lead this effort until 2027.
